Right-of-Way Permit
A Right-of-Way (ROW) Permit is required for any work performed within or occupying the public right-of-way. This includes, but is not limited to:
- Utility construction, maintenance, or repair
- Pavement or curb cuts
- Driveway approaches
- Sidewalk construction or repair
- Aerial work
- Lane closures
- Parklet installations
The public right-of-way includes streets, road shoulders, sidewalks, curbs, ramps, and other public infrastructure.
If your project involves cutting, trenching, boring, or otherwise disturbing the pavement, a Pavement Disturbance Fee will apply. Please note that recently paved or resurfaced streets may be subject to a pavement cut moratorium, which restricts pavement cuts for a designated period to protect the integrity of the new surface. Exceptions to the moratorium are limited and must be reviewed and approved by the City Engineer Manager.
How to Apply
Before beginning any work in the right-of-way, you must submit a Right-of-Way Permit Application along with all required documentation.
