Class IV All-Terrain Vehicles on City Streets

Effective March 20, 2026, Class IV All-Terrain Vehicles (ATVs), also known as side-by-sides, are allowed on designated City streets. 

ATV users are responsible for understanding the regulations of ATV use prior to driving ATVs on City of St. Helens streets. The complete ordinance (Ordinance 3320) can be read in full in the City's Municipal Code

Class IV All-Terrain Vehicle Regulations

The following is a list of regulations for operating Class IV ATVs on City of St. Helens streets (this is not a full list, please familiarize yourself with the complete ordinance): 

  • Class I, II, and III ATVs are prohibited
  • ATV travel on Highway 30 is prohibited
  • The only legal crossing at Highway 30 is the Gable Road intersection 
  • ATV operators must obey all applicable traffic laws and posted speed limits
  • ATV operators must hold a valid Class IV ATV Operator Permit and an ATV Safety Education Card issued through the Oregon Parks and Recreation Department
  • ATV operators must maintain liability insurance that meets or exceeds the requirements under ORS 806.10 and ORS 806.070
  • ATV operators must be 18 years of age or older and hold a valid Driver License
  • ATVs must be equipped with the safety equipment as listed in Ordinance 3320, 10.24.050(5). Please refer to the full ordinance for the complete list of safety equipment requirements 
  • ATV operators must wear a motorcycle helmet with a fastened chin strap
  • Eye protection is required for operators and passengers in an ATV without a windshield
  • Seat belts or safety harnesses must be used while operating or riding as a passenger in an ATV. Please refer to the ordinance for the specific requirements under this regulation 
  • ATV operation is allowed at all hours of the day as long as the vehicle is equipped with all required safety equipment.
