St. Helens Investigation Leads to Indictment, Arrest on Child Sex Abuse Charges

St. Helens, Ore. – On Thursday, October 23, 2025, a Columbia County grand jury indicted Lucas Dean Greenwell, 46, of St. Helens, Oregon, on eight counts of Encouraging Child Sexual Abuse in the First Degree and six counts of Encouraging Child Sexual Abuse in the Second Degree. Greenwell was subsequently arrested by St. Helens officers in the 200 block of South 5th Street on Monday, October 27, 2025.
Greenwell’s arrest is the result of a six-month, multi-jurisdictional investigation conducted by the St. Helens Police Department and the Oregon Department of Justice. In May 2025, St. Helens detectives received a report from the Oregon Department of Justice’s Internet Crimes Against Children task force that an unknown individual had uploaded child sexual abuse material on a social media platform.
Detectives initiated an investigation and executed multiple search warrants. Digital devices were seized and sent to the Oregon Department of Justice for analysis. Once the investigation was completed, investigators presented the case to a Columbia County grand jury which led to Greenwell’s indictment on October 23.
The St. Helens Police Department collaborated with several agencies during this investigation, including the Oregon Department of Justice, Columbia County District Attorney’s Office, Scappoose Police Department, and the National Center for Missing and Exploited Children.
