Request For Proposals - Construction Manager/General Contractor (CM/GC) Services for New Public Safety Building

The City of St. Helens, Oregon is seeking to obtain the services of a CM/GC firm to lead and assist with the pre-construction and construction phases of the new Public Safety Building. Services will include, but not be limited to assisting in identifying safe work practices and requirements for construction; assessing and recommending site logistics requirements; recommending phasing, sequencing of work and construction scheduling; providing cost-estimating including GMP development and subcontractor procurement; identifying products for Value Engineering (VE) and engineering systems for life cycle cost; and determining and reconciling constructability issues.

A mandatory pre-proposal briefing, and site tour will be conducted at 9:00 AM Monday May 1, 2023, at the corner of Old Portland Road and Kaster Road in St. Helens, Oregon.

Proposals shall be submitted in a sealed envelope plainly identifying “City of St. Helens Engineering Division, CONSTRUCTION MANAGER/GENERAL CONTRACTOR (CM/GC) SERVICES FOR THE CITY OF ST HELENS NEW PUBLIC SAFETY BUILDING, RFP No. P-526”, and shall include the Firm’s Name and Address. Proposals shall be addressed to Sharon Darroux, Engineering Manager, City of St. Helens, 265 Strand Street, St. Helens, OR 97051.

Proposals will be received at the City of St. Helens City Hall at 265 Strand St, St. Helens, Oregon 97051 until 3:00 pm, Tuesday May 16, 2023. Proposals received after the 3:00 pm deadline will not be opened or reviewed. Faxed or electronic proposals will not be accepted. Responses to this RFP will be reviewed, scored, and ranked according to the criteria and process defined in the RFP. The Firm selected for contract negotiations will be the firm selected as the most qualified through the RFP’s evaluation process.
