Permit Information
Building Permit Procedure
Sewer Connection
The builder is responsible for opening a trench to the main sewer line. The City will only do the tap after the builder exposes the main and completes any necessary shoring. The builder is responsible for connecting to the tap and backfilling.
Water Connection
Please apply for your utility account first at: www.sthelensoregon.gov
When you are ready for the water meter to be installed, call the Public Works Department at 503-397-3532 to schedule the installation.
It is the builder’s responsibility to bring the water line from the meter to the structure.
Inspection Procedure
There are three ways to schedule your inspections:
- Oregon Inspection App: download the Oregon ePermitting app on your Android or iOS device
- Online at: aca-oregon.accela.com/oregon/
- IVR: Call 503-366-8234 or 1-888-299-2821
You may schedule inspections 24/7 through the above options. The deadline for a same day inspection is 6:00 am. Every effort is made to conduct inspections on the date requested, if we are unable to make that inspection you will be notified at our earliest convenience.
